Top 10 News on China Rubber Industry 2016 - No. 01: America Implemented “Antidumping & Countervailing” Investigation against Chinese Truck and Passenger Car Tires

On January 29, the United Steelworkers (USW) proposed to the United States Department of Commerce and International Trade Commission (ITC) for the claim of initiating antidumping and countervailing investigation against truck and bus tires from China.

On March 12, ITC preliminarily judged that Chinese tires caused substantive damage or threat to relevant American industries; on August 30, the US Department of Commerce released the preliminary antidumping judgment of Chinese truck and passenger car tires, affirming that dumping existed in the export of relevant tires from China to America and urgent circumstances occurred; meanwhile, the policy that separate tax rate is not applicable to Chinese state-owned enterprises which had been implemented for nearly three years would be extended.

On October 7, the US Department of Commerce published the amendment to the preliminarily judged antidumping tax rate, and the valid consolidated tax rates of dumping and subsidy after amendment to the preliminary judg- ment by the US Department of Commerce are listed as follows: 47.01% for Double Coin Tire, 50.17% for Prinx Chengshan, 53.33% for Guizhou Tire, 50.17% for enterprises applicable to separate tax rate and 50.17% for enterprises applicable to national tax rate.
