On December 7, the National Development and Reform Commission and Ministry of Commerce announced to seek opinions of relevant units and the public on the revised Catalogue for the Guidance of Foreign Investment Industries.
Among the Catalogue, there are total 13 entries concerning rubber industry, including:
1. Chemical raw materials and chemical product manufacturing
Synthetic rubber: production of polyurethane rubber, acrylic rubber, epichlorohydrin rubber and special rubber, such as fluoro rubber and silicone rubber.
2. Chemical fiber manufacturing
Production of aramid fiber and cord thread for radial tire use.
3. Non-metallic mineral manufacturing
Production of elastomer and plastomer modified bitumen waterproof roll with annual output of 10 million m² and above, EPDM rubber waterproof roll with the width of more than 2m and the supporting materials, PVC waterproof rolling with the width of more than 2m and TPO waterproof rolling.
Production of new inorganic non-metallic materials and products: underwater acoustic materials.
Production of high-tech compound material: composite hose with ultrahigh pressure ≥320MPa and large passenger aircraft tire.
4. Special equipment manufacturing
Production of atmospheric pollution control equipment: high temperature resistant and corrosion resistant filter materials, low NOx combustion train, complete equipment of flue gas denitrification catalyst and denitrification, flue gas desulphurization equipment, flue gas dust removal equipment, industrial organic waste gas purification equipment, diesel exhaust purification equipment and waste gas containing heavy metal processing plant.
Production of recycling equipment of waste plastic, waste and worn electrical appliance, waste rubber and waste battery.
Production of waste tire comprehensive utilization equipment.
Production of radial tire building machines with four drums and above.
Production of rolling resistance testing machines and tire noise test room.
5. Automobile manufacturing
Production of key auto components and parts and research and development of key technology research and development: special rubber components and parts for automobile use.
Production and R&D of automotive electrical equipment: tire pressure monitoring system (TPMS).
6. Comprehensive utilization of waste resources
Recycling and processing of waste electrical appliance and electronic products, waste automobile, waste electromechanical equipment, waste rubber, scrap metal and waste battery.
The Catalogue is said to have been revised for 6 times based on the need of economic development and open-door to the outside world since it was first issued in 1995.
Based on the large scale opening to the outside world in the last year, this revision has reduced the 93 restrictive measures (including 19 encouraged entries with requirements of stock’s proportion, 38 restricted entries and 36 prohibited entries) in the Catalogue 2015 Version to 62 entries. Less significant adjustments were made on the encouraged entries so as to encourage continuous foreign investment to be put into such fields as modern agriculture, advanced manufacture, high and new technology, energy conservation and environment protection and modern service industry to encourage the transformation and upgrading of traditional industries and promote the application of new technologies, new processes, new materials and new equipment.
