Ministry of Commerce Ruling Dumping Existing in Acrylonitrile-butadiene Rubber Originating in Japan and Korea

On November 8, the Ministry of Commerce issued an announcement, stating that the investigation authority finally ruled that there is dumping in the imported acrylonitrile-butadiene rubber originating in Korea and Japan, the domestic acrylonitrile-butadiene rubber industry is substantially damaged, and there is a causal relationship between dumping and substantial damage.

According to Article 38 of the Anti-Dumping Regulations, the Ministry of Commerce proposes to the Customs Tariff Commission of the State Council to impose anti-dumping duties. Based on the recommendations of the Ministry of Commerce, the Customs Tariff Commission of the State Council has made a decision that from November 9, 2018, impose anti-dumping duty on imported acrylonitrile-butadiene rubber originating in Korea and Japan, with a maximum anti-dumping duty rate of 56.4%.

Rates of anti-dumping duty imposed on companies are as follows:

Korean companies: 12.0% for Kumho Petrochemical Co., Ltd., 15.0% for LG Chemical Co., Ltd., and 37.3% for other Korean companies.

Japanese companies: 28.1% for Japan Zeon Co., Ltd., 16.0% for JSR Co., Ltd., and 56.4% for other Japanese com-panies.
