The Nation Encourages Foreign Investment in These Industries

Catalogue of Encouraged Industries for Foreign Investment (2019 Edition) is issued by the National Development and Reform Commission and the Ministry of Commerce on June 30, and shall come into force on July 30, 2019.

In the Catalogue, the encouraged field of foreign investment has been significantly increased, with 415 items in national catalogue, an increase of 67 items compared to the 2017 Edition. Foreign capital is supported to invest in high-end manufacturing, intelligent manufacturing, green manufacturing and other fields; foreign capital is encouraged to invest in producer service industry; and Central and Western China is supported to undertake industry transfer of foreign capital.

Simultaneously, the encouraged category of Catalogue of Industries for Guiding Foreign Investment (2017 Revision) issued on June 28, 2017, and Category of Priority Industries for Foreign Investment in Central and Western China (2017 Revision) issued on February 17, 2017 shall be repealed.

National Catalogue of Encouraged Industries for Foreign Investment

Contents that involve rubber industry:

Agriculture, Forestry, Animal Husbandry and Fishery: Planting of rubber trees, oil palm, sisal and coffee.

Manufacturing industries:

1. Raw materials for the production of synthetic fibers: nylon 66 salt and 1,3-propylene glycol;

2. Synthetic rubber: production of polyurethane rubber, acrylate rubber, epichlorohydrin rubber, fluorine rubber, silicon rubber and other special rubbers;

3. Production of aramid fibers and cords for radial tires;

4. Development and manufacturing of accumulator bladders and rubber and plastic seals for hydropneumatic use;

5. Manufacturing of earthquake-resistant and disaster-reduction equipment for civil engineering structures;

6. Manufacturing of equipment for the collection, treatment and recycling of used and waste plastics, electrical appliances, rubbers and batteries;

7. Manufacturing of devices for the comprehensive utilization of used and waste tires;

8. Manufacturing of radial tire building machine with four or more drums;

9. Manufacturing of rolling resistance testers and establishment of tire noise laboratories;

10. Manufacturing of key automobile parts and components and research and development of key technologies: special rubber automobile accessories;

11. Recycling and treatment of waste and used electrical and electronic products, automobiles, mechanical and electrical equipment, rubbers, metals and batteries.

Category of Priority Industries for Foreign Investment in Central and Western China

Contents that involve rubber industry:

Shanxi Province: production of steel cord core rubber conveyor belt;

Inner Mongolia Autonomous Region: development and production of high performance silicone oil, silicone rubber, resin, high quality fluororesin, high performance fluororubber, fluorine-containing fine chemicals, high quality fluorine-containing inorganic salts, etc.;

Hunan Province: manufacturing of new rubber machinery complete equipment;

Yunnan Province: development and application of new natural rubber;

Chongqing: tubeless radial truck tire, high performance radial car tire with low section, flatness (less than 55 series) and large rim (over 15 inches), aircraft tire and agricultural radial tire, and key raw materials for radial tire included in Guidelines for Priority Areas of High Tech Industrialization in Current Development;

Liaoning Province, Jilin Province, Heilongjiang Province, Anhui Province, Jiangxi Province, Henan Province, Hubei Province, Hunan Province, Guangxi Autonomous Region, Hainan Province, Sichuan Province, Ningxia Autonomous Region: tubeless radial truck tire, high performance radial car tire with low section, flatness (less than 55 series) and large rim (over 15 inches), aircraft tire and agricultural radial tire.
