In 2019, the international trade environment faced by China’s rubber industry was severe, firstly, the trade war between China and America was unstable, the list of trade sanctions of the U.S. against China almost covered all rubber products. Secondly, the situation of international trade friction was severe. On February 15, the U.S. officially levied “double anti” tax against China’s tires for trucks and passenger cars, with the recombined margin tax rate as 23.81% ~ 66.17%; in October, the preliminary decision of the third annual administrative review was made about “double anti” against China’s tires for trucks and passenger cars. In June, India levied a five-year anti-subsidy tax against China’s brand new radial tires for trucks and passenger cars. In July, Brazil made the final decision of the second anti-dumping sunset review on China’s automobile tires, with MERCOSUR Tax No. of the involved product as 4011.10.00; in November, the registration and investigation of the first anti-dumping sunset review was initiated against the passenger car tires originating in Taiwan, China, South Africa, Japan, Korea, Russia and Thailand, with MERCOSUR Tax No. of the involved product as 4011.20.90; in December, the affirmative final decision of the first anti-dumping sunset review was made against the motorcycle tires originating in Mainland, China, Thailand and Vietnam. In October, Egypt decided to initiate the anti-dumping investigation against the tires for trucks and passenger cars originating in China, Thailand, India and Indonesia. For this, China Rubber Industry Association organized the enterprises to actively respond, had completed the data collection work of the appealing enterprises for EU’s anti-dumping final decision against China’s tires for trucks and passenger cars and represented the exporting tire enterprises to file a collective lawsuit against the EU court; and organized domestic tire enterprises to carry out no-harm defense as for Egypt’s anti-dumping.
