Two State Environmental Protection Standards for Rubber Products Pollutant Permit Published

On March 17, the Ministry of Ecological Environment released five state environmental protection standards for technical specifications of pollutant emission permit application and issuance through No. 23 Notice of 2020. Two of these are related to the rubber industry, which are Technical Specification for Application and Issuance of Pollutant Permit - Rubber and Plastic Products Industry (HJ1122-2020) and Technical Specification for Application and Issuance of Pollutant Permit - Footwear Manufacturing Industry (HJ1123-2020). These standards are implemented as of the date of publication. 

Technical Specification for Application and Issuance of Pollutant Permit - Rubber and Plastic Products Industry

The standard specifies the reporting requirements on basic information of pollutant emission units of rubber products industry for application and issuance of pollutant emission permits, the establishment of permitted emission limits, the calculation of actual emissions, the criterion for compliance assessment as well as other environmental management requirements including self-monitoring, environmental management records, pollutant emission permit enforcement report, etc. And it also provides pollutant emission units of rubber products industry with feasible technical requirements for pollution prevention and control.

Among these, the rubber products industry refers to the activity of producing all kinds of rubber products by using natural rubber, synthetic rubber and regenerated rubber as raw materials, but not including the activity of producing vulcanized rubber powder, regenerated rubber, pyrolysis oil and other products by using waste tires and waste rubber as raw materials as well as the manufacture of footwear rubber. The pollutant emission unit of rubber products industry refers to a pollutant emission unit that involves in the industrial processes of rubber products, including the manufacture of tire, rubber plate, rubber hose and rubber belt, rubber components, daily and medical rubber products, plastics for sport field use and other rubber products. The permitted emission limits refer to the maximum emission concentration (or rate) and emission load of pollutants that the emission units are permitted to discharge according to the pollutant permit.

In addition, the volatile organic compound refers to the organic compound that participates in atmospheric photochemical reaction or the organic compound that is defined according to relevant regulations. While in this standard, the non-methane hydrocarbon (NMHC) is taken as the integrated control index for the emission of volatile organic compounds. NMHC is the sum total of gaseous organic compounds that are sensitive to flame ionization detectors by specified monitoring method, but not including methane, and it is measured in terms of the mass concentration of carbon.  

Technical Specification for Application and Issuance of Pollutant Permit - Footwear Manufacturing Industry

The standard specifies the reporting requirements on basic information of pollutant emission units of footwear manufacturing industry for application and issuance of pollutant emission permit, the establishment of permitted emission limits, the criterion for compliance assessment as well as other environmental management requirements including self-monitoring, environmental management records, pollutant emission permit enforcement report, etc. And it also provides pollutant emission units of footwear manufacturing industry with feasible technical reference requirements for pollution prevention and control. This standard is applicable for assisting pollutant emission units of footwear manufacturing industry fill in the relevant application information on the National Pollutant Emission Permit Management Information Platform, applicable for assisting the pollutant emission permit issuing authority determine the requirements on pollutant permit for pollutant emission units of footwear manufacturing industry, and also applicable for pollutant emission permit management on atmospheric pollutants and water pollutants discharged by pollutant emission units of footwear manufacturing industry.

The footwear manufacturing industry refers to the activity of producing textile shoes, leather shoes, plastic shoes, robber shoes and all other shoes. The pollutant emission unit of footwear manufacturing industry refers to a pollutant emission unit or production facility that produces textile shoes, leather shoes, plastic shoes, robber shoes and all other shoes by such manufacturing techniques as cold bonding, vulcanization, injection molding, mold pressing, seam, etc.
